Asamblea Regional de Murcia

The Regional Assembly consists of 45 members elected by universal suffrage on a free, equal, direct and secret ballot, using the D'Hont system for proportional representation for the allocation of seats. The number of regional members is established by the Electoral Act of the Region of Murcia, and it shall not be less than 45 or more than 55. They are elected in the five electoral constituencies into which the Region is divided, and they are distributed throughout the region depending on the proportion of the population, with at least one member in each constituency.

The duration of a member's term of office is 4 years from the date of the elections, unless the Chairman of the Autonomous Community dissolves the Chamber in advance, in accordance with section 27 of the Statute of Autonomy.

The Regional Assembly works with the Plenary and the Committees, meeting in two regular periods of sessions, the first being between September 1st and December 31st, and the second being between February 1st and June 30th. Nonetheless, they may meet on an extraordinary session previously noticed, following the established requirements.

At the beginning of every legislative year, at a joint meeting, the Table and the Board of Spokespersons establish the agenda of the Chamber for the aforementioned year.

The Board of Spokespersons will schedule, in their regular meetings, the immediate activity of the Chamber, aimed at complying with the general agenda.

The Regional Assembly or any of its bodies can only validly hold their sessions when half plus one of their members have attended the session. The speaking times during the parliamentary debates will be subject to the rules and times established in the Regulations of the Chamber. The speaking times will be ordered, whenever possible. The first to participate shall be the Parliamentary Group of the opposition with a greater number of members, followed by the remaining groups depeding on their number of members; and the last one shall be the Parliamentary Group holding the Governing Council.

Every member expresses his or her will by means of a personal vote which cannot be delegated.

The agreements reached by the Assembly or by any of its bodies will be adopted by simple majority, unless a different quorum is expressly demanded. The Chamber Regulations establish the different voting systems under section 108.

Every participation and agreement adopted in the parliamentary sessions, both in the Plenary and the Committees, shall be fully gathered in the Chamber's Diario de Sesiones (the official publication of the Chamber), unless it is of a secret nature.

The Boletín Oficial de la Asamblea Regional (BOAR) —Official Gazette of the Regional Assembly— is the publication that gathers all the documents whose publication is demanded by the Regulations, referring to both parliamentary initiatives and internal regime. The Chairman of the Regional Assembly is in charge of ordering these publications by resolution.
