Pursuant to section 22 of the Statute of Autonomy, the Regional Assembly is in charge of “... promoting, guiding and controlling the action of the Governing Council and the President...”.

 

 

On the parliamentary confidence

 

  • Procedure for the election of the Chairman. Our regional political system is essentially characterised by the power of the Regional Assembly to elect the Chairman of the Autonomous Community, amongst all members, through an election process. To be elected as the Chairman, the candidate shall show his or her government programme before the Plenary, which will be subject to debate with the participation of the spokespersons of the parliamentary groups. The candidate will then request the Chamber's confidence and approval. The Chairman shall be elected on the basis of an absolute majority of the members of the Assembly at first call, an by simple majority in the subsequent calls. There must be a period of time of fourty eight hours between every call. The Chairman of the Regional Assembly may dissolve the Chamber and call elections if no candidate has been elected within two months since the first ballot.

  • The motion of censure. The demand for the political responsability of the Community Chairman may lead to his or her removal from office if he or she loses the parliamentary support, thus another candidate being supported. The absolute majority of the Chamber is demanded so that this initiative can succeed.

  • The matter of confidence. The Community Chairman may also lose his or her parliamentary support if the matter of confidence does not succeed. This may be suggested by the Chairman before the Plenary of the Chamber with regards to his or her programme or to a general policy declaration. In this case, the confidence is assumed to be gained if he or she achieves a simple majority. If he or she does not achieve the support of the President of the Autonomous Community, he or she must resign, thus the procedure for the election of the chairman being opened. This does not mean that the Chamber is dissolved.
