It is the highest body of the Regional Assembly since it consists of all of the members within it. The Assembly holds the most important debates and adopts the most relevant decisions. The Chairman of the Regional Assemble convenes the plenary sessions in accordance with the criteria of the Board of Spokespersons. Every session will include the date, place, time and the specific agenda subject to be discussed. Nonetheless, the Plenary agenda may be modified with the addition of a matter of priority, according to the rules enshrined in section 92 of the Chamber Regulations.

The plenary sessions are held in the chamber, which only deputies and members of the Governing Council may attend. Also, members appointed by the Regional Assembly may attend and participate in certain situations.

The Chairman of the Regional Assembly, assisted by the Table, leads the debates and gives the floor to the different speakers, maintaining order in the Chamber.

Once the plenary session is opened, the matters concerning the agenda are discussed, following the procedures and the speaking times established in the regulations.

After the sessions of the plenary and other bodies of the Chamber, a record is drawn up and authorised by the corresponding lawyer, with the approval of the Chairman and the corresponding Secretary.

Every intervention taking place in both the Plenary and the Committee are fully gathered in a record, named Diario de Sesiones, which constitutes an official publication of the chamber. Furthermore, these interventions are audio and videotaped.

The plenary sessions are of a public nature and, therefore, the media and the citizens are allowed to attend the debates in the authorised places to that effect.
